As the recently held executive meeting of the State Council decided to expand the comprehensive pilots for cross-border e-business, 12 cities including Ningbo have been approved as the new experiment zones to provide new supports for the foreign trade development. Reportedly, Ningbo has become the second (the first one is Hangzhou) experiment zone in Zhejiang Province and one of the four special zoens in the Yangtze River Delta area.
As one of the first cross-border e-business pilot cities, Ningbo has carried out such businesses as "import freight gathering", "bonded stock", "general import", "direct-mail import" and "small packet export" since November 2013, and established such cross-border e-business import bases as Ningbo Bonded Zone, the Lishe Bonded Logistics Center, the Lishe Airport Logistics Park, Meishan Bonded Port Zone and such cross-border e-business export industrial agglomeration zones as the Haishu Cross-border E-business Industrial Park, the Jiangbei District Park of Ningbo E-business City, and Yuyao E-business Industrial Park. As a result, Ningbo has become the pilot city with largest business coverage, fasted business scale development, the most optimized innovative supervision models and strongest industrial agglomeration effect in China. In 2015, Ningbo's cross-border e-business import and export volume stood at 8.14 billion yuan, including 2.93 billion yuan for import, ranking No.3 among all the pilot cities, and 5.21 billion yuan for export, also ranking among the top in the whole country.
In November 2015, Ningbo applied to the State Council to become the comprehensive experiment zone for cross-border e-business, and the application was approved only two months later. "This is the fastest approval in the field of comprehensive reforms in Ningbo, which means that the central government thinks highly of our cross-border e-business development." said a person in charge from the Anti-smuggling Office of Ningbo Port at the news on January 9.
Besides Ningbo, the other 11 new experiment zones include Tianjin, Shanghai, Chongqing, Hefei, Zhengzhou, Guangzhou, Chengdu, Dalian, Qingdao, Shenzhen, and Suzhou. In addition, Hangzhou was approved as one of the first comprehensive experiment zones for cross-border e-business in March 2015.
