According to the newly released mid-term assessment report on the national pilot cities for comprehensive reform on service industry, the productive service industry has become the main driving force for the growth of the service industry in Ningbo, and breakthroughs have been made in such fields as the port logistics system, the modern marketing and trading system, the modern financial supporting system and the creative design industry system.
　　Ningbo was approved as one of the first 37 national pilot cities for comprehensive reform on service industry in 2010. During the five-year construction period, Ningbo will be entitled to priority support from the NDRC in terms of enterprise financing, project construction, capital subsidies, prices reform and policy implementation.
　　Since the launch of the pilot construction, the scale of the service industry in Ningbo has been expanding, and the productive service industry (including logistics, finance and trade) has been accounting for over 50% of the whole service industry. The added value of the service industry in the first three quarters this year increases by 8.8%, which not only beats the GDP growth rate, but also beats the average growths of the provincial service industry and the national service industry by 0.3 percentage point and 0.4 percentage point respectively.
　　The modern port logistics system is developing steadily. On the basis of the Ningbo-Zhoushan port integration, Ningbo is actively expanding the application of information technology in the logistics sector to promote the modern transformation of the traditional logistics industry. Thanks to the E-port information platform, Ningbo port has made new breakthroughs in the value-added service patterns, and has attracted a group of high-end service institutions to settle down in Ningbo, including some ship design institutes and maritime affairs accounting service organizations.
　　The modern marketing and trade system is improving, such as the trading center for bulk production materials. Since the establishment of the Ningbo Bulk Commodity Exchange two years ago, such varieties as the cathode copper, PTA and silver have been successfully listed and put to market. In October this year, the PVC was officially listed for trading, and in the meanwhile, innovations have been made in trading, settlement and financing.
　　Over the past three years, Ningbo has accelerated the reform of the systems and mechanisms related with the innovative development of finance industry, in an effort to build the regional finance service center. Ningbo witnessed the opening of the Ningbo Commerce Bank, the first example of transformation from foreign-funded bank to Chinese-funded bank in China, and the conversion of Xiangshan Greenleaf Urban Credit Cooperative to Ningbo Donghai Bank. With the restructuring of the Zhenhai Rural Credit Cooperative Union to the rural commercial bank, Ningbo ends its history of having no rural commercial banks and sets a good example for the reform fo the rural credit institutions in the whole province.
　　With the building of such platforms as Hefeng Creative Square, Ningbo has promoted the accumulation of creative resources, and has made great achievements in such creative industries as animation design, software technology and original technology development. Over 100 enterprises have settled down at Hefeng Creative Square and the sales volume of the industrialized designs and products is expected to exceed five billion yuan. Over 200 various R & D and service institutions have been introduced into Ningbo Research & Development Park, which is sure to greatly promote the innovation-oriented urban construction in Ningbo.
　　According to a person in charge from Ningbo Service Industry Comprehensive Development Office, in the following period, Ningbo will re-adjust its goals in developing the service industry. Great importance will be placed on the reform of key fields, and by expanding the scale, optimizing the structure, strengthening the feature and developing new industries, the service industry will provide significant supports for the development of various industries, the port construction and the urban transformation and development.
