By following laws, regulations, and policies of the party and the state on population and family planning, formulating guiding principles, policies and measures of the city on the work related to population and family planning, drafting upon entrustment local administrative laws and regulations on the population and family planning, and carrying out such laws and regulations after approval. 2. Conducting research on population development strategies of the city, organizing comprehensive and prospective studies on major demographic and family planning issues such as size, trend, quality and structure of population, participating in the analysis of population statistics of the city, releasing demographic information related to family planning, exercising comprehensive administration on population and family planning, promoting the balanced and sustainable development between population and economy and society, working with relevant departments on matters concerning sex ratios of babies. 3. In line with population control targets set by the state and requirements in the development plan for family planning, making population development plans of the city and relevant policies, mid and long-term plans and annual plans for population and family planning, and carrying out such plans, handling population and family planning statistics, organizing sample surveys and analysis of statistics, collecting population and family planning data, formulating upon entrustment target responsibility system of population and family planning of the city and evaluating the implementation of such systems, applying IT technology in the administration of matters concerning population and family planning. 4. Instructing the campaign of building new countryside and new families, working with relevant departments to formulate and implement economic and social policies as well as social security measures favorable for work on population and family planning, conducting comprehensive administration on issues of population and family planning. 5. Making work plans on the promotion and education related to population and family planning, organize and carry out promotional and educational activities, guiding the general public in establishing new concepts of marriage that are scientific, civilized and progressive, managing the promotion materials and stuff on population and family planning. 6. Administrating the service of family planning technologies, working closely with healthcare departments clearly defining each others’ responsibilities in order to provide technical service on family planning and reproductive health service in reproduction, contraception and infertility, working with healthcare departments to improve population quality, organizing the medical appraisement of the complications of contraception operations and sick and handicapped children, handling the approval, supervision and management maters of family planning technical service organizations of the city, coordinate with relevant departments in supervising and administrating the market of contraceptives. 7. Responsible for making the budgets and final accounts of the expenses to be appropriated by the government finance for the use by the population and family planning commission and basic capital construction, instituting financial management system in the commission, examining and guiding the management and use of expenses for population and family planning in the city, handling the management of state-owned assets and finance of its affiliated institutions, coordinating with relevant department in supervising, guiding and examining of the collection, management and use of social compensation fee for taking care of child-bearing and raising. 8. Instructing the work on family planning of the floating population, coordinate with departments of public security, industry and commerce, labor security, healthcare, real estate management and transportation to fulfill management responsibilities for the family planning of floating population, coordinating the family planning work of inter-province, city, and intra-city, country, and district floating population. 9. Formulating and carrying out education and training plans for professionals in the population and family planning commission and its affiliated organizations 10. External promotion, international cooperation and exchanges, managing and implementing international aid programs on family planning 11. Guiding the work of social organizations such as family planning association, demographic society and the population fund of the city. 12. Undertaking others responsibilities assigned by the municipal government.
