A working meeting was held yesterday afternoon, here in Yuyao to discuss measures to prevent and to deal with late payment of enterprises. Presided over the meeting was Ms. Zhu Xiaobei, the city’s deputy executive mayor and member of the standing committee of the city’s People’s Congress, who also delivered a key note speech at the conference.

 

According to meeting, the main objective of this year’s job of tackling with payment default problems is to ensure that workers’ salary due before the Spring Festival be paid in full and on time, and that no major mass incidents occur as a result of any compensation delay.

 

The meeting pointed that better preventative efforts on and appropriate handling of the late payment issue is an imperative task dictated by the need of safeguarding the legitimate rights and interests of mass laborers, enhancing social harmony, facilitating transformation and upgrading and promoting growth on scientific bases. The meeting called for departments at various localities to fully understand the vital importance of the task and ensure a timely and full payment of all the due salaries by continuously intensifying their efforts and taking powerful measures.

 

It was also required that departments across the city place high premium on the prevention and handling work on payment default issues by further strengthening their sense of responsibility and urgency to deliver a effective job. Government institutions should also base their work on the real situation and take into account long-term effect by conducting special inspections to get first-hand knowledge on the salary payment situations. Special efforts would be made in some key areas such as construction, transportation and any salary delay by companies would be strictly punished. Meanwhile, the enterprises’ labor management should be standardized in an all-round manner and a salary payment guaranteeing system featuring multiple layers should also be established and improved. Various departments were also asked to identify tasks, to make vigorous efforts to ensure implementation and to enhance inter-department coordination so as to create a favorable synergy to ensure a successful outcome.

 

In the afternoon, a document stating liability in preventing and dealing with enterprises’ salary delay in 2010 was signed between the city government and authorities in different counties, townships (neighborhood communities) and economic zones. Representative speeches were also made on the meeting by the city construction bureau, Zhangting county and Ditang neighborhood.
